They were first developed by Mitsubishi in 1993 (Jet Towel) but make popular by Dyson with its market-leading Airblade model.
Dyson Airblade uses a single continuous air outlet on each side to output extremely high speed air (430mph!) in a blade to scrape water from each side of the user's hands.
Other similar hand dryers use separate outlets to form a blade of air to dry in the same method.
The only exception in using a blade in this way is the Veltia V7 300. It was an early adopter of the hands-in method but used a unique method of ejecting air through hundreds of tiny holes inside the mouth of the dryer to buffet and massage both sides of you hands without having to move them through a blade.
